"I'm confused, if you're not a hero, why would one need this gear"
Need has nothing to do with it. It's all about the want, and the means.
This is a portion of my armor and uniform collection from around the world. And yeah...it's all real. The vests on the far right are my SHTF setups.
I spend a lot of time playing mil-sim airsoft when I'm not doing WWII reenactments. I prefer real, issued gear to the cheap ass fakes. I sledom wear the kevlar panels in the vests anymore when I play, but the vests and helmets are real. Were packing 6mm plastic pellets instead of 5.56 rounds in the pouches, but the armor comes in handy when doing CQB games.

Some people are like slinkies.
They aren't good for much, but they do bring a smile to your face when you push them down a flight of stairs.
I just cannot believe anyone would dare purchase this gear when only our heroes should have it. Oh my
LOL. Scary isn't it.
You should see it when myself and a couple hundred other airsofters go the the events the Army puts on at FT. Riley.
Many of us are ex-mil, and we are better equipped than many of the active duty guys.
