Super Scout Rail, Fulton Armory will this fit a BM-59

Will this rail fit on a BM-59 without having to do any modifications?

Yes it will, as long as it's not an E. I would suggest the Ultimak over the Amega though.

The amega "may" mount sturdier then the Ultimak but the sight picture is not comparable. If the flats on your barrel where the amega rests against are not perfect, you will have a sight picture that drives you nuts. With the Ultimak, not even a problem. The Ultimak's low profile is the key.

I have no idea on the flats. From barrel to barrel they very slightly and both mounts use those flats to rest against.
