Or, two very smart gun control idiots that realize there is no possible way to purchase ammo in the forms they propose, thus rendering all firearms useless.

It becomes more and more obvious in New York that they know they can't totally ban and confiscate all the guns, but they can do something about denying us the ability to obtain ammo.

So far, it's just a publicity stunt. I haven't been able to find actual text of a proposed bill, just generalities. Even though the proposal displays outright malice towards lawful firearms owners, won't make any dent in violent crime, and would effectively criminalize the range practice necessary to safely handle and operate a firearm, that doesn't mean it would automatically pass the NY legislature if it's ever actually introduced.
