After reading other posts and looking at pictures, I'm still confused.
I am not an IHC expert. I can't tell in my gas cylinder is an IHC or not.

Normally isnt the centered staking on the swivel a sign of a HRA? But I didnt think they had numbers stamped on them. I was thinking WWII SA had numbers on the rings?

I would concur but I would like to know if the swivel screw staking is normal for SA.

That is not an IHC. It looks like an SA to me.

While IHC did mark some of their late production parts with a letter, the gas cylinder was never one of the parts they marked with letters or numbers.

I agree that the cylinder is SA and WWII and if memory serves me (that means don't take this to the bank) I seem to remember seeing stakes like this on SA gas cylinders.

But, I have a WRA gas cylinder with a stake that is identical to the picture above.
