My guess is he's working a cure. Also I'm thinking if he's a doc that has the skills to work on a cure he also may have the skills to be part of the cause. Why wouldn't he give his name?

Riddle me this:

Michon (or however her name is spelled) cut off the heads of her walkers but the heads were still animated. It did not kill them OR they had found a way to animate them in the basement.

The brains were unharmed. Also, were there wires or tubes hooked to them?

In the graphics novels, the Governor has his daughter (zombie) chained up in a room, and feeds her fresh body parts from just killed enemies.
They hold gladitorial games in the town with captured outsiders vs. zombies for entertainment. He's a sick, twisted individual in the books.

Yeah, this one (so far) seems like a very watered down version of the character from the books.
