Let's figure this out. With an estimated 300,000,000 firearms in the hands of the people, by what other means can "gun control" be implemented?
First it will come to the cities. These places have the highest concentrations and the gun owners there are most vulnerable to reprisal for failure to comply. Next is the suburban and rural areas where people enjoy a nice standard of living. Shuff is a perfect example of the suburban and rural vulnerable. Wife has a good job, he owns his own business, land, vehicles, etc. A lot to lose. Last on the list will be White, under or unemployed minorities living below the poverty level. They'll be a little more difficult as they have the least to lose, but with the rest of the country dis-armed all government resources can be concentrated on them.
