Counterbored barrels

I have a barrel that has a messed up muzzle. If I was to get it counterbored is there a min/max amount that should be removed. Is this something that could be done my me or is a lathe needed to do it up proper. Not looking for perfect, just within minute of reason.Thanks, ZB.

Counter bored barrels are the work of the Devil. Get a new barrel.
