I applaud the offenders...

Think about what it takes to poop onto a moving train:
1. You have to poop on command
2. You have to balance above a moving train
3. You must maintain the proper lead
4. You must account for terminal velocity of various density waste

Given the perceived difficulties I'd say this is a "small time" event or the success rate must be fairly low.
