Arsenal, field mod, or bubba?

Title says it all. Bubba couldn't figure out how to get the oiler in (or out) and took a chisel to it.
Re-arsonalled Inland low wood M1 stock.
First and hopefully last one of these I see. Replaced it with a SA marked m2 stock.
I wonder if Rick B. Could fix it?

Removing the oiler is sort of an IQ test. I guess this guy failed-or passed, depending on your point of view.
