You get a used .308 barrel, send it off to a re borer. Then you rent a roughing reamer and finish reamer, ream for headspace. Presto :) You can go without the roughing reamer but it's a looooooooooooong ream...
Oh, the bore job will be North of $300. Reamer rental will eat up the rest of your budget.
The new .35 Whelen barrels are currently in queue at chambering. We might be able to leave one unchambered from the batch upon request. I'll have to run that one by our production lead tomorrow to see if we could make the necessary accommodations. Feel free to shoot us an email at [email protected]

I have 2 Garands that's want to do the Whelan treatment on. But buying an unchambered barrel for a possible future project is actually intriuging.
Unfortunately the barrels made their way through chambering yesterday. Depending on how quick this batch sells, we might be able to piggyback on the next batch if there is sufficient demand for the .35 Whelen model. I do not have an ETA on the next batch at this time.
